Ernesto Rodolfo Hintze Ribeiro studied at the Faculty of Law in Coimbra, and began his career as a lawyer in 1862, being elected Deputy for the first time in 1878. Three years later he was appointed Minister of Foreign Affairs and of Public Works, Commerce and Industry. He became leader of the Partido Regenerador (Regeneration Party) in 1900. He headed the same ministries during various legislatures. He was also Minister of the Treasury and Minister of Ecclesiastical Affairs and Justice. He was appointed Peer of the Realm by royal charger of 1 January 1886.
In 1893 Hintze Ribeiro headed a government for the Regeneration Party. Although he stepped down as Prime Minister in 1897, he returned to the office three years later. Between 1900 and 1904 he was both President of the Council and Minister of the Realm. He was returned to both offices in 1906.
